Provide counselling to 11 year old girl raped by dozen men in Chennai: Madras HC

On Wednesday, The Madras High Court directed the District Legal Services Authority to provide counselling to the survivor through the Child Welfare Committee (CWC), The New Indian Express reported.

The first Bench of Justice Indira Banerjee and PT Asha directed that the child be given counselling within 24 hours. The directive came after AP Suriyaprakasam, an advocate, and A Narayanan, an activist,  made mention before her of the sexual assault cases.

The activist said that the police had failed to inform the Child Welfare Committee (CWC) of the incident as is mandated by law.

Sheila Charles Mohan, a member of the CWC had said, “The police didn’t even inform the Child Welfare Committee despite such a brutal crime taking place in the city. The child needs immediate counselling after such an incident. But the bigger issue here is that this crime cannot be isolated. If this one child has admitted to what happened, imagine how many more will be there silently suffering?”

Earlier, a 11 year old girl was allegedly raped by over a dozen men over a period of seven months at a Chennai apartment building, PTI reported. The police have arrested 18 people, including the building’s security guard.

A report in the Times of India states that the child, who has an impaired hearing, was regularly assaulted by 22 men.  The girl had allegedly been sedated and given spiked soft drinks. The police reported that she had also faced blackmail as the men had filmed themselves raping her. The men also threatened her with violence, saying they would release the video.

The report was filed by the mother to the police and a complaint was registered when the girl had told her sister that she had a stomach ache and narrated the whole ordeal to her. Her sister brought it to the notice of her parents, who then registered a complaint with the all-women police station in Ayanavaram.

“Ravi(66-year-old lift operator) would lead away the child as soon as she alighted from her school van to the basement, public washrooms, the terrace and gym, where he and his accomplices raped her. Many of the flats were vacant so the suspects had little hindrance while committing the crime,” the officer told TOI.

The men were all reportedly employees of FOCUS and UK Facility Services, a private security firm in the city. Among the people arrested are the liftman and the water supplier.

A report in The New Indian Express states that three men have confessed to the crime while 15 others have been detained.
